Over the years, Zelpha Chatwin had five children with Mr. Blackmore; Marsha Chatwin, her sister, also had five.
The unconventional family relationships were set out as "assumptions" in a case in the Tax Court of Canada that is slowly moving through the judicial system, with deadlines being set this month for exchanging documents and the start of pretrial interviews with witnesses.
The documents provide an early glimpse into relationships in the polygamous community of Bountiful that will likely be central in the historic criminal case against Mr. Blackmore.
Mr. Blackmore was charged in January with practising a form of polygamy with 19 women between May 1, 2005, and Dec. 8, 2006, in contravention of the Criminal Code. He is the former leader of a religious community in southeastern B.C. that encourages polygamy as an article of faith, and he has been reported to have more than 100 children. His trial will be the first time a Canadian has been charged with polygamy since the adoption of the Canadian Charter of Rights and Freedoms, which protects freedom of religion.
In tax court, Mr. Blackmore is appealing a reassessment by the federal government. The tax department alleges that Mr. Blackmore, as a shareholder and employee of J.R. Blackmore & Sons Ltd., earned about $1.84-million in taxable benefits over five years earlier this decade. He reported taxable income of $116,445 for that period, the documents show.
The federal government is also going after the company, J.R. Blackmore & Sons Ltd., a construction, logging and farming business with Mr. Blackmore as the chief executive officer and top manager. The government alleges J.R. Blackmore & Sons Ltd. claimed numerous expenses that were not incurred for business-related purposes.
The government also reassessed the firm's GST obligations. The government alleges the company understated GST that was to be collected and overstated its tax credits. The company reported that $3.3-million was collected and claimed tax credits of $1.8-million from Jan. 1, 2001, to May 31, 2005.
The relationships between Mr. Blackmore and the women are part of another case in tax court. The federal government has gone after Zelpha Chatwin and Marsha Chatwin for repayment of Canada child tax benefits and B.C. family bonus payments. The two women are among 19 who were allegedly in a polygamous relationship with Mr. Blackmore. U.S. researcher Jay Beswick has said that the two women are sisters with U.S. citizenship who were married to Mr. Blackmore on the same day.
The government asked Zelpha Chatwin to repay about $24,000 that was allegedly paid out over three years earlier this decade. She received $6,611.66 from July of 2001 to June of 2002 on the basis that she was married or living common law, had eligible children and family income of $31,608. But after reassessing Mr. Blackmore's finances, the family income included rose to $309,003, which in effect disqualified her from receiving the child tax benefits and family bonus payments, the government stated.
She claimed the family income was $40,653 in the next year. But the government calculated the family income at $568,404, which once again disqualified her from receiving benefits.
Similarly, the government sought repayment from Marsha Chatwin based on a recalculation of Mr. Blackmore's income. However, the arrangements with her were further complicated by a change in family relations in September, 2006. Marsha Chatwin transferred her children into the care of another person and no longer had any dependents. It was not clear from the court documents what happened to the children.
The tax court has decided to deal with Mr. Blackmore's appeal of the reassessment of his taxes first and then look at the baby bonus payments.
Meanwhile, on the criminal charge of polygamy, Mr. Blackmore has asked B.C. Supreme Court to dismiss the charge against him. If the case proceeds, he said, the government should pay his legal bills. The court is to hear that application starting June 29.

So far, NO ONE has alleged that Blackmore is a fraud, or that he has set himself
up as an absolute authority.
Blackmore is a charismatic exceptionally talented man who has to his credit,
done the Canadian impossible, he has kept a very large number of women all
apparently happy for a very long time all, at the same time.
More than 50% of Canadian women choose to trade in their husbands, some for
another man with more money and others even trade in a man for another woman, as
did at least one of Blackmore's ex wives.
That's still not a bad batting average with around 25 "wives" to date and over
100 examples of his DNA passing on his DNA.
With Over 100 kids running around, he deserves medal, No, don't expect him to be
anointed the order of Canada but lets face it, anyone who is a parent in Canada
of two children or more has done Canada a great service, they have procreated,
and done their patriotic duty to ensure that the future of Canada will not
decline, and, decline into an economic catastrophe.
Canada needs children, Canada needs a positive birth rate and one way is to
encourage marriages, that produce children.
Rather than the politically correct disincentive towards heterosexual marriages,
Canada needs to encourage those "marriages" of commitment that actually produce
children and the more the better.
Polygamy is now destined to be enshrined in Canadian law and quite obviously,
only the most talented skilled men will be able to keep more than ONE woman
happy at any ONE time and those unions deserve substantial financial incentives
not to mention, public recognition and generous government incentives.

imagine, one wife is having her P.M. S so you tell her to go down and chill out
with the the other wife who is in the same state, let em look at each other with
their crazed eyes that anyone would think would indicate that they had become
possessed of the devil himself, if only be it for one day immediately prior to

Now the reality is, most healthy men, just can't get enough sex, and
unfortunately, as they get older, some, not all, just loose interest and that is
not good for qood quality C/perm or reproduction.
If you believe in God, then you can make any dam claim you like that God spoke
to you, and told you to "go pro-create", If she actually believes in god, and
has had a few b.ee.rs, she too might actually believe that that bu-lge under
your belt is actually a sign from god that she should take advantage of.
Now, Blackmore has management sk-ills, thats for certain, he certainly has a lot
more going for him than that half brained id.y.yacht that somehow got to
be the Pre-mier of British Columbia and who, in a rage of jeal.ousy, or
religiouc indignation, or more likely , as a result of numerous rolling pins
battering his head from the fem/inist encampments, decided, well, lets give the
poor bug-ger some credit, perhaps he heard g-o/d talking to him, telling him,
that something was wrong, and he ought to try to put Blackmore behind bars, and
deprive around 100 children , a father, all at one time.
The Premier of B.C. is like the premier of every other province except Quebec,
engaged in a w.ar against m-e-n, it assumes they are all good for nothing except
Cper.m and an income, and thats the typical outcome of our very corrupt, man
hating, feminist Fam.ily Co-urt Jud-iciary.

Wally Opall has missed his timing by at least a century. Opall should have
and could have invested in a movie about the the Founder of the Mormons whose
incredible list of fraud, theft and misrepresentation, not to mention abuses,
included opening a bank, believing he had divine right to print money and
telling women that GOD sent him to make them pregnant. Now some innovative
script writer will probably instead, make a movie on "the prosecution of Winston
Blackmore". A movie on this comedy has more chance of success than Wally has of
getting past the first day of trial, when there will be a directed verdict, if
it gets to trial. A change in government is more likely first.
Wally Opall must have a similar obsession with the same subject, he has set
himself up as a final authority, with apparent absolute prosecutional discretion
in the form of shopping for a prosecutor who would see it his way, a
politician's way, and now, he ends up in court with a judge saying she does not
have the jurisdiction to "quash the charges".
